To qualify as a Tree City USA, communities must meet four standards:

  1. Tree Board or Department: Establish a responsible entity for managing public trees. This can be a tree board, department, or designated position.

  1. Public Tree Care Ordinance: Implement an ordinance that guides the care and maintenance of public trees. This should be codified and enforced.

  1. Annual Expenditure: Allocate a minimum of $2 per capita for community tree care activities. This funding supports planting and maintenance efforts.

  1. Arbor Day Observance: Celebrate Arbor Day with a public event to promote tree planting and care.
